Why it works

By move 8 White's queen has moved four times — d1, d4, e3, and now g3, still 'active', still dodging. 8.Qg3?? runs into the standard demolition: 8...Bxf2+! deflects (9.Qxf2 is forced in spirit — the king taking walks into the same fork ideas), and 9...Nd3+! forks king and queen from the e5-knight's dream square. Every legal reply loses the queen: the c-pawn sits on c3 and the e-pawn left home on move one, so nothing can ever capture on d3.

Refutation

8.Qe2 finally puts the queen somewhere useful, guarding the sensitive light squares. Black keeps the initiative and a small pull (engine −0.9 for White) — the price of all those queen moves — but there is no forced material loss. Anywhere else on the g-file or d-file, the Bxf2+/Nd3+ machinery fires.
